The way this strange truck works is by moving the concrete barrier by dividing the express lanes, one lane over, and it is needless to say that it moves very slow, only 8 mph. But the barrier transfer machine is not there to demonstrate speed, but to make things easier for all the others, so that the cars can drive faster. To put it another way, where there use to be two lanes in the morning, later on in the afternoon, there will three!
